Last year, Jessica was appointed to the U.S. Wildland Fire Mitigation and Management Commission, helping develop recommendations and strategies to reshape national wildfire policies. Since then, 22 states have completely banned or restricted abortion, meaning one in three American women are living under an abortion ban. It’s atrocious and unacceptable. In these states, mothers are three times more likely to die in childbirth, and infant mortality is 30% higher than in states where abortion remains legal. This regression is not just a setback for women’s rights; it’s a public health crisis.<h4>My Commitment to Secure Our Reproductive Freedoms</h4>In Congress, I will fight tirelessly to protect women’s reproductive freedoms. My priorities include:<ul><li>Passing the Women’s Health Protection Act: This bipartisan legislation would protect abortion rights at the national level and restore the protections that were lost with the overturning of Roe v. Wade. </li><li>Increasing Access to Contraception and Healthcare Services: Access to contraception is a key component of reproductive health. I will advocate for increased access to affordable contraception and comprehensive healthcare services. </li><li>Investing in Family Support Programs: Families deserve support through quality prenatal care, paid parental leave, child tax credits, and affordable childcare. These investments ensure that women can make the best choices for themselves and their families.</li></ul><h4>Kevin Kiley’s Extremist Record to Strip Away Our Rights</h4>My opponent, Kevin Kiley, has consistently worked to strip back reproductive freedoms for women and supports abortion bans that would take away protections for California women: <ul><li>Kiley celebrated the Supreme Court’s decision to overturn Roe v. Wade and voted to block California voters from enshrining abortion access into law. </li><li>Kiley has voted to criminalize doctors providing abortion care, limit access to Mifepristone (an FDA-approved medication abortion), and is a member of the Republican Study Committee which supports the Life at Conception Act – this is effectively a national abortion ban and could ban IVF nationwide. </li><li>Kiley has voted to ban abortions for military personnel, further limiting reproductive rights for those who serve our country. </li><li>Kiley even voted against the Women’s Health Protection Act and backed funneling taxpayer dollars to “crisis pregnancy centers,” which provide women with misleading and unscientific information, can lack licensed medical staff, and which put women’s privacy and health in jeopardy.</li></ul><h4>The Threat to Our Reproductive Freedoms in California </h4>California remains a beacon of reproductive freedom, but the impact of national abortion bans is being felt here as well. Despite abortion being legal in California, the threat of a national ban looms large. Kevin Kiley’s support for these extremist measures shows his complete disregard for women’s health and safety – he and his colleagues in the Republican Study Committee will jump at the first chance to pass a national abortion ban, stripping California women of our reproductive freedoms.<h4>Standing Up for Our Rights, Together</h4>Our reproductive freedoms are on the ballot this year. While extremists like Kevin Kiley will strip away women’s reproductive rights, I will fight relentlessly in Congress to codify Roe v. Wade into law and guarantee protections for IVF and birth control. Together, we can ensure women have the freedom to make their own choices about their bodies and futures.

Fighting for Women’s Reproductive Freedom

<h3>Investing in Wildfire Prevention Drives Results</h3>Five years ago, I stood in the midst of thousands of makeshift shelters where evacuees from the Camp Fire in Paradise sought refuge after they fled their homes in the early hours of November 8, 2018. The wildfire was the deadliest in California’s history, causing unprecedented destruction and loss.I witnessed firsthand the physical and emotional toll these fires take on California communities. I devoted myself to identifying solutions at scale to address the wildfire crisis. As Deputy Secretary at the California Natural Resources Agency, I helped design and implement a $3 billion, 3-year wildfire resilience initiative, focused on mitigating catastrophic wildfires. I worked hand-in-glove with CAL FIRE, environmental leaders, timberland owners, county governments, and tribes to ensure we designed a wildfire resilience initiative that protected communities, improved the environment, and expanded local jobs and businesses.California adapted its environmental review and state contracting processes to launch projects within weeks – rather than years – after receiving the funding. Two years into the program 1,200 wildfire mitigation projects including fuel breaks and prescribed burns are on the ground. The results are clear: extreme wildfires are becoming less deadly and destructive even in the face of hotter and drier conditions. &nbsp;&nbsp;In 2021, California’s extreme drought conditions led to fires that burned 2.5 million acres and destroyed 3,560 structures. The 2022 fire season saw similar extreme conditions and more total fires, but experienced a fraction of the devastation with only 361,000 acres burned and 772 structures destroyed. This resulted in nearly $2 billion in cost savings from the State Emergency Wildfire Suppression Fund.&nbsp;But California cannot make progress on wildfires without the Federal Government driving significant reforms and investments in this space. The Federal Government owns 57% of the forest land in California and if federal land remains untreated, the danger will only grow. And since a substantial portion of CA-03 consists of federal land, we have a critical need for a representative in Congress who will drive Federal solutions to the wildfire crisis.As a member of the bi-partisan Federal Wildland Fire Management and Mitigation Commission, I helped craft a legislative plan for federal reforms to the wildfire crisis. But to secure a fire-safe future, we need an advocate in Congress to drive resources and solutions into our communities. We need Congress to make the necessary scaled and comprehensive investments in wildfire resilience. Progress on wildfire resilience will not be linear. Extreme wind, drought, and heat conditions will continue to test resilience measures at any scale. California has demonstrated that fast, comprehensive, and scaled investments in wildfire can resilience make communities and ecologies safer. As we face yet another difficult wildfire season in 2024, we need an advocate in Congress to drive resources and solutions into our communities to get ahead of the crisis. <h3>The Model for Wildfire Resilience</h3>Fire-safe communities and ecologies are possible with investments in projects across three fronts: <ul><li>Wildland Restoration: Restoring wildlands and watersheds through thinning, prescribed fire, grazing, and reforestation so fires burn less hot and at their natural intervals. </li><li>Around Communities: Establishing strategic fuel breaks around communities to help evacuations during a fire and to give firefighters a safe place to take a stand to slow or steer a fire. </li><li>Within Communities: Making homes and neighborhoods less prone to ignite from wind-driven embers by removing vegetation through defensible space and hardening homes against wind-driven fires. </li></ul><h3>Structural Reforms Needed at the Federal Level:</h3>The projects above will not be achieved at scale without focusing on structural reforms needed to help scale the much-needed solutions, including:<ul><li>Workforce Development: Investing in and hiring for forestry and wildfire workforce development. </li><li>Business Development: Incentivizing businesses to invest in fire prevention and adaptation strategies. </li><li>Regulatory Efficiency: Streamlining regulations to facilitate faster implementation of fire resilience projects. </li><li>Scientific Modeling and Testing: Funding scientific research to better predict and manage wildfire risks. </li><li>Promote Tribal Sovereignty: Supporting tribal leadership and collaboration in wildfire resilience efforts. </li><li>Regional Collaboratives: Forming regional partnerships to address wildfire risks comprehensively. </li></ul><h3>Enhancing Wildfire Suppression</h3>While we can’t suppress our way out of the wildfire crisis, we must continue to grow our fire response capacity as climate conditions become increasingly extreme. CAL FIRE sets the national standard for wildfire force capacity with robust aviation equipment and a skilled firefighter workforce. Federal agencies need to match this capacity to ensure rapid and overwhelming responses to extreme fires. Key priorities: <ul><li>Improved firefighter pay: Ensuring competitive wages and year round careers that reflect the risks and demands of the job.</li><li>Investments in firefighter safety and suicide prevention: Implementing comprehensive health and wellness programs to support the mental and physical well-being of firefighters. </li><li>Consistent federal support for local fire districts: Providing sustained funding for equipment, training, and resources to ensure preparedness and effectiveness. </li><li>Advanced climate response equipment: Designing and deploying state-of-the-art airplanes and heli-tankers and other new technology to enhance firefighting capabilities. </li></ul>

Protecting Our Communities from Wildfire

<h3>The Crisis Facing Families in CA-03 </h3>The cost of fire insurance is untenable for so many Californians, and the market is fundamentally broken. Throughout California’s Third District, families are blindsided by policy cancellations and skyrocketing rates. Many homeowners, even those diligently maintaining defensible space, have seen their insurance costs more than double or have lost insurance all together. This burden not only impacts individual households but also contributes to local inflation, driving up costs for small businesses. <h3>Fixing Our Broken Insurance Market</h3>To stabilize the home fire insurance market and lower costs, we need substantial reform in how insurance operates in the face of climate change. Insurance companies must transition into being active drivers for risk reduction rather than passive bystanders who just increase prices in the face of increased risk. California’s insurance rates are increasing for two reasons: The real risk of fire has increased over the previous decade and the rising cost of reinsurance. Reinsurance is a secondary insurance market that covers extreme losses for insurance companies.&nbsp; Reinsurance rates have skyrocketed because extreme losses have increased due to global climate catastrophes such as hurricanes, floods and tornadoes.&nbsp;&nbsp;<h3>Incentivize Insurance Companies to Participate in Risk Reduction: </h3>In Congress, I will drive a new program that incentivizes insurance companies to invest in fire adaptations in and around the communities they insure. This will create a new driver of real risk reduction in the wildfire space.I will advocate for a partnership where the federal government offers reduced reinsurance to insurance companies on the condition that they invest in fire adaptations for those they insure. This would include measures such as home hardening, creating defensible space, and establishing strategic fuel breaks. Rather than paying exorbitant rates into the corporate reinsurance markets, insurance companies would invest that money into wildfire risk reductions for communities. The result would be a collaborative effort where both insurers and the insured work together to reduce risks, ultimately leading to more stable insurance premiums. This approach also ensures quicker implementation of necessary adaptations, reducing overall risk and stabilizing insurance markets, making California communities safer and more affordable.&nbsp;&nbsp;

Addressing the Home Fire Insurance Crisis

<h3>Ensuring Dignity and Security for Our Seniors </h3>As your Congresswoman, I will fight to protect and expand Medicare and Social Security against any attempts to cut funding. Our seniors deserve to age with dignity, financial security, and access to quality healthcare. We must honor our commitments by safeguarding the promises we’ve made to them. <h4>My Commitment to Our Seniors </h4><ul><li>Strengthening Social Security: I will ensure Social Security benefits keep pace with inflation through annual Cost-of-Living Adjustments (COLAs). I also support reforms to the payroll tax cap so very high earners contribute their fair share, securing the program’s future without cutting benefits. </li><li>Expanding Medicare: I will work to make sure that Medicare covers all essential services for our seniors, and will work to ensure that Medicaid is available even in rural communities – without reflexively resorting to privatization of care. </li><li>Reducing Prescription Drug Costs: I will advocate for additional policies that enable Medicare to negotiate lower drug prices, making critical life-saving medicines more affordable – such as the $35 per month insulin cap. Let’s ensure that seniors and others can access the medications they need at prices they can afford. </li><li>Creating More Senior Housing Options: Many seniors reach a point where aging in their homes is no longer an option. In fact, in California, seniors are the fastest-growing segment of the homeless population. This is heartbreaking and cannot be allowed to continue. I will fight for funding to build more affordable senior housing in our district and explore ways to assist seniors with rental subsidies and other support systems. </li><li>Increasing Access to Public Transportation Options: Access to public transportation can mean the difference between isolation and the ability to live an active, self-sufficient life. I will fight to increase federal funding for public transportation to improve transit options for seniors and all citizens. </li><li>Long-term Care: Addressing the issue of long-term care is crucial for seniors who can no longer live independently. I will advocate for increased funding and resources for seniors to be able to afford long-term care facilities, ensuring they provide high-quality care and support. Additionally, I will support policies that promote home-based care options, allowing seniors to receive the care they need in the comfort of their own homes whenever possible. </li><li>Intergenerational Programs: Promoting intergenerational engagement is essential for the well-being of our seniors. Programs that encourage interaction between seniors and younger generations help reduce isolation and foster a sense of community. I will support initiatives that create opportunities for seniors to engage with children and young adults through volunteer programs, educational activities, and community events. </li></ul><h3>Kevin Kiley Turns His Back on Our Seniors Every Chance He Gets </h3>My opponent, Kevin Kiley, has consistently voted against the interests of our seniors: <ul><li>Abysmal Voting Record on Senior Issues: Kiley received a 0% rating from the California Alliance for Retired Americans (CARA), underscoring his callous disregard for our seniors and the issues that are vital to their livelihoods and well-being. </li><li>Proposing Cuts: Kiley is a member of the Republican Study Committee, which proposed raising the Social Security retirement age to 70, effectively cutting benefits by nearly 20%. He supports turning Medicare into a voucher-like program, increasing out-of-pocket costs for seniors. </li><li>Protects Drug Companies and Higher Prescription Costs: He voted against allowing Medicare to negotiate with drug companies to lower prescription drug costs and against capping insulin costs at $35 per month. </li><li>Favoring the Wealthy: While supporting cuts to essential programs, Kiley has continually backed tax cuts for the wealthy and big corporations – risking the financial stability of Social Security and Medicare. </li></ul><h3>Seniors in Our District Deserve Better from Their Member of Congress</h3>There are now over 130,000 seniors living in CA-03 who count on these programs for a secure retirement. While extremist MAGA Republicans like Kevin Kiley will stop at nothing to strip away seniors’ benefits, I will fight relentlessly in Congress to safeguard and enhance Social Security and Medicare. Together, we can ensure that seniors in our district and across the country have the support they need to age with dignity and security.

Supporting Our Seniors

<h3>The federal government’s $34 trillion debt is a crisis.</h3>Last year, the US paid $659 billion in interest alone, which is more than the government spent on Medicaid, veterans, or children. This won’t get fixed in one budget cycle. We need to follow a multi-decade, fiscally responsible plan to bring the debt under control.&nbsp;Drawing from my experience negotiating budgets for large government agencies, there are two ways to reduce deficits – raise revenue and lower spending. We can do both without raising tax rates or cutting government services.We can generate revenue by closing loopholes and implementing tax reforms to ensure that corporations and the ultra-wealthy pay the taxes they owe.We can lower costs by stabilizing government operational budgets and making forward investments in catastrophe prevention.&nbsp;The constant lurches of near government shutdowns and unpredictable short-term spending bills raise the day-to-day costs of most US government operations. Multi-year operational budgets for government agencies will lower the costs of these contracts and prevent politicians from using government services as a political football.Finally, government programs are often budgeted to respond to devastating crises, rather than making forward investments to prevent disasters. For example, I helped design and implement a California-wide wildfire prevention initiative. The first $1 billion investment in wildfire prevention resulted in a roughly $2 billion savings in California's emergency fire suppression fund compared to the year before.These are the kinds of responsible fiscal strategies that will help us protect the financial well-being of both our local community and the nation.

Since announcing her candidacy on September 12, 2023, Morse raised $318,000 from 912 individuals. Jessica Morse, a Democrat who ran to unseat Republican Tom McClintock in Congressional District 4 in 2018, announced on Tuesday that she’ll run again in Northern California — this time in an attempt to unseat Republican Congressman Kevin Kiley in District 3.

Morse has worked in a number of wildfire prevention positions including Deputy Secretary for Forest and Wildland Resilience at the California Natural Resources Agency and last year was appointed to the U.S. Wildland Fire Mitigation and Management Commission.

California’s 3rd district narrowly voted for Trump in 2020, but it was still targeted by the DCCC in 2022. Democrats were hoping to build on the fact that Biden got close to 48% here, but the race fizzled out in the end. That made this district less of an exciting prospect in 2024.That is, until a candidate familiar to the area got into the race. These Republicans in GOP-leaning swing districts are full-throated MAGA supporters and can be beaten. Jessica Morse is one of the challengers I am fundraising for.
